Use of torture in gang stalking

After reading this article about the CIA’s harsh torture tactics, I believe the same term could be applied to gang stalking. I’ve read articles on gang stalking that mention the words annoy, harass, torment, and abuse, but I haven’t yet read material that uses the term torture. This is the definition from Merriam-Webster online dictionary:

From what I have read, the goals of gang stalking are to make the person have a nervous breakdown (breaking their spirits, breaking them down – same terms in the article) or commit suicide (bullycide). As well, community based harassment (I’ll use it interchangeably with gang stalking), isolates the targets, ruins their relationships with family and friends, and uses noise as a tactic  – just like the CIA. (I have recently been thinking I live at Guantanamo II.)
Definitely, our basic human rights are stripped. The right to the pursuit of liberty, justice, and happiness are denied. It’s ironic it can happen in the USA, the land of freedom. Apparently, it does not offer the freedom from the pain of torture at the hands of neighbors or co-workers.
